November 22, 2012, Kyiv, Bioenergy Association of Ukraine with German Biogas Association Biogasrat + eV, European-Ukrainian Energy Agency (EUEA) and the law firm "Arzinger" held a conference "Biogas — a chance for Ukraine's energy independence and its European integration".

The purpose of this event was the consideration of potential prospects, barriers and practical aspects to promote biogas technology in Ukraine to strengthen Ukraine's energy independence and its European integration.

The conference was attended by over a hundred people, among them were Sergei Dubovik (Deputy Chairman of the State Agency for Energy Efficiency and Energy of Ukraine), Viktor Tymoshchuk (Ministry of Agrarian Policy and Food of Ukraine), Leonid Kozachenko (President of the NGO "Ukrainian Agrarian Confederation"),and Wolfram Rehbock (partner of law firm ARZINGER) and others.

Particular attention was devoted by the participants to recent changes in Ukrainian legislation that create barriers to the development and implementation of technologies for energy generation from biomass and biogas. Inter alia, amendments to the Law of Ukraine № 10183 "On Electricity" that the Parliament approved on second reading were considered, including the level of "green" tariff for projects generating electricity from biogas and biomass, as well as the requirements of the local component of such projects.
