Fedor Barulin, a leading expert at the "Regional Energy Service Company" highlighted his views on the increasing level of complexity for all bioenergy objects:
«With regard to the"pulling" of virtually all objects to 4-5 categories of complexity, I would like to mention some dangerous trends, namely:
1. How it is done.
This is done even not by laws, but by the letters of the Ministry, or rather even certain structural units of the Ministry and of its (Ministry) name that is signed by the Minister.
2. What for it is done.
This is done to "fit" all objects (regardless of whether they are budget-funded, commercial, investment, in seismic areas or not, etc.) to complex examination, that is, to "tear off" more money. All of expert organizations of Ukraine are "esprit de corps". Their unit in the Ministry creates these letters of recommendation (explanations) for their own good and for their own request, that is, for its own sake, not even registering them in the Ministry of Justice, that is, no one checks the contents of these letters to the current legislation.
But the desire to unreasonable income creates disastrous consequences for the entire industry (the sector) that employs tens of thousands of people. All kinds of enterprises, private entrepreneurs, certified professionals (designers, quantity surveyors, environmentalists).
The fact is that for objects 4-5 category of complexity, you must have a license, which means that small firms and entrepreneurs have to obtain a license (which is thousands or even tens of thousands UAH) and work our certified planners, and cheif engineer designers and chief architects of projects can not actually work independently. The country is losing thousands of jobs.
None of them wants to receive fines of tens and hundreds of thousands of hryvnia, only for the fact that the greed of several expert organizations and employees of the Ministry leads to the substitution of the whole layer of specialized legislation of Ukraine in favor of the interests of certain structures».
