UABio letter to the President on stopping payment the "green tariff"

The Bioenergy Association of Ukraine, together with the associations that unite the leading producers of electricity from RES, have appealed to the President of Ukraine Volodymyr Zelensky about the negative situation with the payment of purchased electricity from alternative sources at the "green" tariff. The reason was the decision of the District Administrative Court of Kyiv on the application to secure the claim of PJSC “Nikopol Ferroalloy Plant” to the National energy and utilities regulatory commission of Ukraine (NEURC) in the case No. 640/11330/19 on the recognition of illegal and the cancellation of a number of NEURC decisions. In particular, the...

Mechanisms for supporting biomethane production and consumption

The development of biomethane production is the result of political will and reliable, long-lasting financial support mechanisms and investment subsidies, as biomethane cannot compete with natural gas in today's market conditions. Many European countries have already established mechanisms to support biomethane.Different countries use different support mechanisms to develop biomethane technologies. These mechanisms operate at different points in the biomethane value chain. Germany and Sweden were the pioneers in this area. Germany actively used, from 2000 to 2014, a green tariff for electricity from biogas, additional bonuses for enriching biogas to the quality of natural gas and the use of energy crops...

Economic prerequisites for the production and use of biomethane in electricity/heat production in Ukraine

Electricity produced from biomethane can already today be supplied to the grid at a “green” tariff of 0.1239 €/kWh (excluding VAT). However, the idea of enriching biogas to biomethane is precisely the possibility of pumping it into the natural gas (NG) network. To create conditions for the use of biomethane from the NG network in the combined production of electricity and heat, it is necessary to create a national register of biomethane with the possibility of issuing certificates of origin, such as European certificates GoO (Guarantee of Origin). In the long term, with such a certificate, virtual trading of biomethane with EU...

Economic prerequisites for the production and use of biomethane as a motor fuel in Ukraine

The basic economic prerequisite for the development of the biomethane market is the increased price of fossil fuels, which is formed by additional environmental taxes and excise taxes on fossil fuels. Comparing the prices of compressed natural gas in different countries of Europe, we can see that the price in Ukraine is one of the lowest in the world and is in the lower price range and is currently 5.37 euro cents/kWh (0.51 €/m³). The highest price in Sweden is 13.78 euro cents/kWh (1.31 €/m³), one of the leaders in the use of compressed biomethane in transport. Recall that enriched biogas (biomethane) can...

On January 31, 2019, the Press-conference on the launching of the Global 100% RE Ukraine initiative was held in Kyiv. The initiators of the event were the profile associations of Ukraine inspired by the International Ambassador of the Global 100% RE platform – Ruslana

The participants of the press Conference were:
- Ruslana Lyzhychko  (the International Ambassador of the Global 100% RE platform),
- Andriy Konechenkov (Head of the Board of the Public Union “Ukrainian Wind Energy Association”),
- Georgii Geletukha (Head of the Board of the CU "Bioenergy Association of Ukraine"),
- Yuri Favorskyi (Head of the“Solar Energy Association of Ukraine”),
- Oleksandr Ryepkin (Head of the "Ukrainian hydrogen council" Energy Association),
- Aleksandr Dombrovskyy (First Vice-chairman of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety),
- Oleksiy Orzel (Head of the Board of the Ukrainian Association of Renewable Energy),
- Viktor Kurtev (General Director of the Metropoliya Group of Companies).

The conference began with an online bridge with Global 100% RE Headquarters (Bonn). Executive Committee member of the Global 100% RE platform and the Secretary-General of the World Wind Energy Association  – Stefan Gsänger –  in his speech expressed his support to Ukraine and all organizations that have joined the active transition to renewable energy sources.

In the principles and directions the Global 100% RE UKRAINE initiative will rely on the principles of the world's largest Global 100% RE platform, which brings together the largest profile associations that implement Renewable Energy around the world, the most famous of which are: EU Renewable energy association, Climate Action Network, Greenpeace, International Solar Energy Society, World Bioenergy Association and others.

Some citations from the press conference:

Georgii Geletukha (Head of the Board of the Bioenergy Association of Ukraine): "Ukraine spent 12 billion USD on gas, oil, and coal in 2018. If we turn these cash flows into the country, we will spend on the renewable energy sources the same 12 billion USD, but we will create jobs here, people will pay taxes and start working on the Ukrainian economy. This will not only be an ecological turn, but also a huge economic one in the right direction."

Ruslana: "Transition towards 100% RE isn't something new. I think it's more accurate to say that it is vitally needed for humanity. At the same time for Ukraine, it is both a way for energy and political independence. I believe, Ukraine is able to satisfy its total energy needs from renewable sources. Moreover, it even will be possible to export such energy in future'.

Oleksandr Dombrovskyi (First Vice-chairman of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety): "60% of global emissions problems are caused by the energy sector. And it's not just that we want our energy to be clean. If we do not have clean energy, we will not have a clean environment. Create a Global 100% RE Platform. UKRAINE is necessary for the Ukraine transition to 100% renewable energy sources and keeping the planet healthy for descendants".

The institutional structure of the Global 100% RE Ukraine as well as the programme for 2019 will be adopted and reveal soon.
Future plans include also the opening of the headquarter in Bonn within the jurisdiction of the European Union.
