The review is based on the <\/em><strong><em>\u201c<\/em><\/strong><a href=\"https:\/\/fas.usda.gov\/data\/european-union-biofuels-annual-4\" target=\"_blank\" rel=\"noreferrer noopener\"><em><strong>European Union: Biofuels Annual<\/strong><\/em><\/a><em><strong>\u201c<\/strong> report by <strong>the U.S. Department of Agriculture<\/strong> <strong>(<a href=\"https:\/\/fas.usda.gov\/\" data-type=\"link\" data-id=\"https:\/\/fas.usda.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">USDA<\/a>)<\/strong><\/em>.<\/p>\n\n\n\n<p><strong>Report Highlights:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In 2023, consumption of&nbsp;<strong>bioethanol<\/strong>&nbsp;and&nbsp;<strong>biomass-based diesel (BBD)<\/strong>&nbsp;are estimated to have increased by respectively&nbsp;<strong>4.5 percent to 6.58 billion<\/strong>&nbsp;liters and&nbsp;<strong>0.6 percent to 17.98 billion<\/strong>&nbsp;liters.<\/li>\n\n\n\n<li>For bioethanol, the expansion is mainly due to&nbsp;<strong>gasoline fuel pool growth<\/strong>, while growth for BBD is entirely due to increased&nbsp;<strong>blending<\/strong>.<\/li>\n\n\n\n<li>Whereas bioethanol use is forecast&nbsp;<strong>to further grow in 2024<\/strong>, BBD use is anticipated<strong>&nbsp;to fall<\/strong>&nbsp;based on reduced national greenhouse gas (GHG) reduction mandates and the use of BBD types with higher GHG reduction values.<\/li>\n\n\n\n<li>About a third of the domestically produced BBD&nbsp;<strong>is produced with waste oils and fats<\/strong>.<\/li>\n\n\n\n<li>Sustained growth in demand is forecast&nbsp;<strong>to support<\/strong>&nbsp;EU bioethanol imports this year.&nbsp;<strong>BBD imports are forecast to be restricted<\/strong>&nbsp;by new traceability and reporting rules.<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1920\" height=\"1080\" src=\"https:\/\/uabio.org\/wp-content\/uploads\/2024\/12\/europe-needs-more-advanced-biofuels.jpg\" alt=\"\u0412\u0438\u0440\u043e\u0431\u043d\u0438\u0446\u0442\u0432\u043e \u0456 \u0441\u043f\u043e\u0436\u0438\u0432\u0430\u043d\u043d\u044f \u0431\u0456\u043e\u043f\u0430\u043b\u0438\u0432 \u043d\u0430 \u0442\u0440\u0430\u043d\u0441\u043f\u043e\u0440\u0442\u0456 \u0432 \u0404\u0421, \u0456\u043b\u044e\u0441\u0442\u0440\u0430\u0442\u0438\u0432\u043d\u0435 \u0437\u043e\u0431\u0440\u0430\u0436\u0435\u043d\u043d\u044f\" class=\"wp-image-17098\" style=\"width:860px\" srcset=\"https:\/\/uabio.org\/wp-content\/uploads\/2024\/12\/europe-needs-more-advanced-biofuels.jpg 1920w, https:\/\/uabio.org\/wp-content\/uploads\/2024\/12\/europe-needs-more-advanced-biofuels-768x432.jpg 768w, https:\/\/uabio.org\/wp-content\/uploads\/2024\/12\/europe-needs-more-advanced-biofuels-1536x864.jpg 1536w\" sizes=\"auto, (max-width: 1920px) 100vw, 1920px\" \/><figcaption class=\"wp-element-caption\">Source: UPM Biofuels<\/figcaption><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\">EU policy on biofuels for transport<\/h2>\n\n\n\n<p>The European Commission (EC) has adopted a number of legislative proposals that will affect the use of biofuels in the road, air and maritime transport sectors in the medium and long term.<\/p>\n\n\n\n<p>The&nbsp;<strong>EU Renewable Energy Directive (RED II)<\/strong>&nbsp;has been revised to align with the EU\u2019s Green Deal goals of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a reduction of greenhouse gas (GHG) emissions of&nbsp;<strong>55 percent by 2030<\/strong>.<\/li>\n\n\n\n<li>carbon neutrality&nbsp;<strong>by 2050<\/strong>.<\/li>\n\n\n\n<li>an overall renewableenergy target of at least&nbsp;<strong>42.5 percent by 2030<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>This revised REDII entered into force on November 20, 2023, with an 18-month period to transpose most of the Directive\u2019s provisions into national law.<\/p>\n\n\n\n<p>For transport, Member States can choose between:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a target of reducing greenhouse gas (GHG) intensity&nbsp;<strong>by 14.5 percent up to 2030<\/strong>&nbsp;(compared to 1990);<\/li>\n\n\n\n<li>ensuring a share of at least&nbsp;<strong>29 percent<\/strong>&nbsp;of renewables in final energy consumption&nbsp;<strong>by 2030<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Bioethanol<\/h2>\n\n\n\n<p>Bioethanol is produced by fermenting the carbohydrate components of plant materials. In the EU, the most used feedstocks are grains (e.g., corn, other coarse grains, and wheat kernels) and sugar beet. \u2018Synthetic\u2019 ethanol made from petroleum fuels is restricted to a very small market and is not included in this report. Ethanol used as transport fuel is referred to as bioethanol in this report.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1737\" height=\"2560\" src=\"https:\/\/uabio.org\/wp-content\/uploads\/2024\/12\/SAF_11-scaled.jpg\" alt=\"\u0432\u0438\u0440\u043e\u0431\u043d\u0438\u0446\u0442\u0432\u043e \u0435\u0442\u0430\u043d\u043e\u043b\u0443, \u0439\u043e\u0433\u043e \u043f\u0440\u043e\u043f\u043e\u0437\u0438\u0446\u0456\u044f \u0442\u0430 \u043f\u043e\u043f\u0438\u0442 \u0443 \u0404\u0421\" class=\"wp-image-17103\" srcset=\"https:\/\/uabio.org\/wp-content\/uploads\/2024\/12\/SAF_11-scaled.jpg 1737w, https:\/\/uabio.org\/wp-content\/uploads\/2024\/12\/SAF_11-768x1132.jpg 768w, https:\/\/uabio.org\/wp-content\/uploads\/2024\/12\/SAF_11-1042x1536.jpg 1042w, https:\/\/uabio.org\/wp-content\/uploads\/2024\/12\/SAF_11-1390x2048.jpg 1390w\" sizes=\"auto, (max-width: 1737px) 100vw, 1737px\" \/><\/figure>\n<\/div>\n\n\n<p>The overall EU increase in bioethanol use of 4.5 percent in 2023 and 2.9 percent in 2024, based on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the further market introductions or continued expansion of E10 in many countries;<\/li>\n\n\n\n<li>rising availability of E85 in France;<\/li>\n\n\n\n<li>an overall increase in the gasoline fuel pool across the EU.<\/li>\n<\/ul>\n\n\n\n<p>Increased sales of the higher blends in France are the main driver for total EU bioethanol consumption<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Biobased Diesel<\/h2>\n\n\n\n<p>Bio-based diesel (BBD) includes biodiesel (fatty acid methyl esters, aka FAME) and renewable diesel. In 2020, a six percent GHG reduction mandate became applicable for all fuel suppliers in the EU (see Policy and Programs chapter). This favors the use of FAME with high GHG reduction values and HDRD, and especially the latter in countries already close to the seven percent volumetric blending limit for FAME (stipulated in the FQD).<\/p>\n\n\n\n<p><strong>BBD production is forecast to increase by 1.3 percent to 16.8 billion liters in 2024<\/strong>, largely driven by strong demand from export markets such as the United States and United Kingdom. However, this masks different developments for FAME and HDRD. HDRD production is expected to grow by 7.9 percent powered by increases in Sweden and Italy, as capacity increases in both countries.
