The need for such a document is justified by the absence of an action plan to achieve the goals for bioenergy development until 2035 set by the current Energy Strategy of Ukraine, by lack of long-term goals and guidelines for the bioenergy sector, as well as by the possibility of using the materials elaborated when preparing the Roadmap for the development of other strategic documents.
