Over 2 billion cubic meters of Ukrainian biomethane per year: the ambitious goals of the new government Program
We have great news for the entire bioenergy sector! The Cabinet of Ministers of Ukraine has officially approved the Program for the Development of Biomethane Production through 2035 and a detailed Action Plan for its implementation.
This is not just a strategic document — it is a “roadmap” for transforming Ukraine into a key player in the European renewable gas market.

Program goals
- By 2030: reach an annual production level of 1 billion cubic meters of biomethane.
- By 2035: increase capacity to 2.1 billion cubic meters.
In the first phase of the program’s implementation, the plan is to launch eight biomethane plants and establish the institutional framework necessary for the full-scale operation of the biomethane sector.
What does the program include?
- The construction of new biomethane plants and the modernization of existing biogas facilities.
- Simplifying the procedures for connecting biomethane producers to gas transmission and distribution networks.
- Developing investment incentives for businesses.
As early as this year, there are plans to gain access to the EU database for renewable fuels and to initiate the mutual recognition of guarantees of origin for biomethane.
