We believe that it is a necessity to begin with the legislative basis, with a special focus on ensuring the unhindered access of third parties – independent heat energy producers to DH networks and creating clear “rules of the game” for all potential participants in this process. The mechanism of competitive relations in the district heating system of Ukraine has already been developed in the form of a draft amendment to the law “On heat supply” and some other laws of Ukraine.

The article deals with the following issues:

  • How necessary are legislative changes?
  • Can we do without bidding?
  • Why anticipate the possibility of lowering the price offer?
  • Can the independent heat energy producers connect to DH systems and simply sell its heat to a utility company?
