The Ukrainian power system is under threat, but we have a plan – a logical, economically sound, decentralized plan.

The russian attacks in March resulted in damage up to 3.0-3.5 GW. Mostly, power plants that serve as flexible power plants were put out of operation.

The costs required to restore the power grid after the attacks in March 2024 are estimated at $0.5-1.0 billion. At the same time, we still have not fully recovered from the attacks in 2022. We have a rhetorical question – is it optimal to spend such significant investments in the restoration of the centralized power system, with risks of its significant destruction approximately every 1-2 years?

What solution does our team see?

We need an efficient and comprehensive solution, which we see in distributed generation based on natural gas, renewable energy sources, using modern mobile energy storage systems and smart grids.

What plan do we offer?

  • To develop and adopt a program for the development of distributed generation in Ukraine.
  • All programs and strategies should prioritize the development of distributed generation in Ukraine based on renewable energy sources and natural gas.
  • In order to make operational management decisions, we consider it necessary to introduce the position of the First Vice Prime Minister for Energy and Climate in the Government of Ukraine.
  • Create conditions to ensure the profitability of private investment in distributed electricity and heat generation.
  • Extend the program “Affordable Loans 5-7-9” to distributed electricity and heat generation projects.
  • Extend the law “On State Support for Investment Projects with Significant Investments in Ukraine” to include distributed electricity and heat generation projects.
  • Ensure active interaction and integration of local authorities and businesses for the rapid implementation of distributed generation projects.
  • Simplify, reduce the cost, and shorten the timeframe for connecting distributed generation facilities to the electricity and heat grids.
  • Adopt and implement the National Energy and Climate Plan.
  • Stop investments in new centralized energy facilities, including nuclear power plants.
