The Parliament of Ukraine has adopted a landmark law mandating the use of liquid biofuels in the transport sector!
This is a significant step forward for our industry, finally providing legal norms to boost bioethanol production.
From May 1, 2025, the law requires a 5% (by volume) liquid biofuel component in motor gasoline, with a ±1% determination error.
This affects all fuel wholesale and retail traders, excluding high-octane fuel and that supplied to the Ministry of Defense, state material reserve, and emergency oil stocks.
Starting June 1, 2025, all liquid biofuels used for compliance with the mandatory share must meet sustainability criteria.
The situation in Ukraine
There are 22 small bioethanol plants in Ukraine, which in total can produce about 500 million liters of biofuel per year. Of them, 7 are new private factories, the rest are reconstructed old state factories.
Even before the start of the full-scale invasion of Russia, only a few bioethanol plants were stably functioning at full capacity in the country. Therefore, this law is a very important step towards the development of the industry.
What will this law do?
- bring Ukraine closer to EU standards,
- stimulate the production of advanced bioethanol,
- contribute to the advancement of the country on the path of green transformation.
Already for the SAF platform, our lawyer prepared a more detailed review of the draft law.
