A new CBAM portal for installation operators outside the EU has been launched
From 1 January 2025, the portal for operators of third countries installation (O3CI) became operational, which is a new section of the Carbon Border Adjustment Mechanism (CBAM) Register. The O3CI portal will allow installation operators outside the EU to upload and share data about their installations and emissions with CBAM reporting declarants.
This process will be carried out in a simplified manner, eliminating the need to submit this information separately for each reporting declarant. The portal:
- protects business-sensitive information;
- allowing reporting declarants to efficiently meet their reporting obligations and automatically populate their CBAM reports with emissions data.
The legal base for the establishment of the operators portal is Article 10 of the CBAM Regulation.
CBAM declarants will be able to access information provided by installation operators outside the EU in the CBAM Transitional Registry. A new feature in the “Emissions” tab will allow declarants to “search the third country installation registry” and access the relevant installation and emissions data. For this to work, CBAM declarants must provide their EORI number with the supplier outside the CBAM Registry. In future updates to the system, operators will be able to share their information with all interested declarants.
Access to the CBAM O3CI Portal is established via EU Access. EU Login is used to authenticate CBAM Operator users.

Functional features
The navigation map of the O3CI portal includes subsections:
- operator information;
- emission information;
- parent company details;
- information accessible to the public.
Operator Information
The operator can provide details of an installation including the company which belongs to and its location, corresponding contact persons, name economic activity and location of the installation as well as any supporting document information (such as registration certificates of the operator, location documents, maps etc).
It is strongly recommended to upload supporting documents in English language. Supporting documents which are not in English language may result in delays in the Operator’s registration in CBAM portal
Emissions Information
The item is accessible to both roles supported by O3CI portal i.e., the “Operator Admin” and the “Operator User” role. Both roles have the ability to see and search emission data, but the “Operator Admin” role also has the ability to add, edit, and delete emission data.
Parent Company Details
An operator can provide details of the “Parent company” such as International Securities Identification Number (ISIN), Parent Company Name and Country code.
Information Accessible to Public
An operator can amend the data they wish to be visible to the public. This information is related to the name of the operator, the address, the operator’s contact details, the installations’ names and the installations’ locations.

We remind you that within the framework of this project, the selection of domestic producers of CBAM goods from at least two Ukrainian export industries (iron and steel, cement, fertilisers and aluminium) is ongoing for free consulting assistance in monitoring, determining the embedded emissions of manufactured goods, transferring data to reporting CBAM declarants and further exporting these goods to EU countries..
