This is the first agreement with the EBRD, which opens up the possibility of future lending for biomethane projects in Ukraine!

On 5 November 2025, as part of the 16th European-Ukrainian Energy Day, a ceremony was held in Berlin to sign a Mandate Letter between the European Bank for Reconstruction and Development (EBRD), ReAgro (a member of UABIO) and the Globino Group. The document grants the EBRD a mandate as mandated lead arranger to conduct full financial, technical and environmental and social due diligence and prepare a long-term project financing structure, subject to positive results of the Bank’s reviews and internal approvals.

Details of the agreement

The signing was an important step in the development of two biomethane projects in the Poltava region the Globyno and Novoselivka plants, members of UABIO, with a total capacity of about 10 million m³ of biomethane per year (≈ 100 GWh). Both projects have already received support under The InnovateUkraine Competition programme, funded by UK International Development.

The signing of the Mandate Letter is an important signal for the entire industry: Ukrainian biomethane projects can meet international project finance standards and attract institutional lenders.

The Globyne Biomethane Plant (GBP) will process more than 200 000 tonnes of livestock waste per year, producing biomethane, green electricity, and digestate for use as organic fertilizer. The project investment is approximately €15 million, with an annual output of 4–5 million m³ (≈ 45–50 GWh)Construction is planned to start in the second half of 2026.

The Novoselivka Biomethane Plant (NBP) will be the largest facility in ReAgro’s portfolio, processing over 400 000 tonnes of agricultural waste per year from several farms in the region. Its expected output is up to 6 million m³ (≈ 60 GWh) of biomethane annually. The project investment is around €23 million, and construction is scheduled to begin in the second half of 2027.


After launching the GBP and NBP, ReAgro plans to build at least one biomethane plant per year starting in 2028, adding about 50 GWh of ‘green gas’ per year. You can find all the details about ReAgro’s activities on the company’s website.
