The team of the Bioenergy Association of Ukraine (UABIO) immediately appealed to the government regarding the critical level of indebtedness of the State Enterprise “Guaranteed Buyer” to producers of electricity from biomass and biogas.

Background

After the beginning of the russian military aggression, Ukrainian producers of electricity from biomass and biogas found themselves in a critical situation due to debts to them SE “Guaranteed Buyer”.

This is a business that is a source of financial stability for thousands of workers and their families, who, despite the war, responsibly carry out the production of electricity and maintenance of equipment for the stable operation of Ukraine’s energy system. These are people who are left without money during an extremely difficult period.

Despite the imposition of martial law, more than 2.3 million kWh of electricity from biomass and biogas are continuously produced on a daily basis in wartime conditions at almost all stations throughout Ukraine.

What is the problem?

The Ministry of Energy of Ukraine has adopted an Order stipulating that the State Enterprise “Guaranteed Buyer” must direct all funds received from the sale of electricity during martial law, including energy produced from alternative energy sources, to repay the debt for electricity to the State Enterprise «National Nuclear Energy Generating Company «Energoatom» for 2020-2021. In our opinion, this erroneous decision will further increase the debt to producers of electricity from biomass and biogas and cause them to stop working.

The stable operation of the energy sector is one of the key aspects. Given that the energy sector of Ukraine and the world will undergo significant changes in the near future, supporting players in the bioenergy market is an important component of Ukraine’s energy independence.


The position of the UABIO is prepared, discussed, and agreed upon by the members of the UABIO, which produce more than 50% of all energy from biomass and biogas in Ukraine.
