At present, the market of biomass for energy is underdeveloped in Ukraine. That has a negative influence on implementing new bioenergy projects and therefore on involving biomass into energy balance of the country. In particular, now there are no dedicated trade platforms such as exchange or auction for the wood fuel intended for bioenergy installations that makes it difficult to arrange stable procurement. The uncertain situation has formed regarding the market of agro-biomass for energy. There are no dedicated trade platforms for selling and purchasing baled straw, maize stalks and other types of biomass of agricultural origin. It is obvious that Ukrainian biofuel market urgently needs the development and reorganization.

Position Paper N 18 of the Bioenergy Association of Ukraine covers issues related to the creation of the competitive biofuel market in Ukraine. The Paper includes consideration of the rules for unprocessed wood trade auctions in Ukraine and analysis of European biomass exchange practice. A prospective model for establishing biofuel exchange in Ukraine is suggested.

A manual "Comprehensive analysis of the Ukrainian biomass pellets market (definition of growth points)" has been prepared  by the experts of SEC "Biomass" (member of UABio) within the UNDP/GEF project "Development and commercialization of bioenergy technologies in the municipal sector of Ukraine".

Recently, there have been noticeable changes in the energy sector of Ukraine, in particular within the field of renewable energy, as well as in an individual and district heating. Issues of energy security, reduction of dependence on the imported energy, especially on the natural gas are becoming increasingly important. The Government has made the gradual alignment of natural gas prices and its subsidy reduction to certain categories of consumers, increasing their interest in the other fuels usage.

A number of the documents had been adopted, reinforcing the legislative framework for the RES implementation, in particular, the biomass usage, as well as  encouraging the natural gas substitution by the other energy sources.

The next important documents should be mentioned:

  • the National Action Plan on the Renewable Energy for the period up to 2020;
  • the Decree of the Cabinet of Ministers "On stimulating of the natural gas substitution in the thermal energy production for the institutions and organizations financed from the state and the local budgets" and "On stimulating of the natural gas replacement within the heating sector";
  • the Decree of the Cabinet of Ministers "Plan for short- and medium-term measurements for the natural gas consumption reduction for the period till 2017".

A manual "Comprehensive analysis of the Ukrainian biomass pellets market (definition of growth points)" (in Ukrainian)

Comprehensive analysis of biomass boilers market in Ukraine was conducted within the UNDP GEF project "Development and commercialization of bioenergy technologies in the municipal sector in Ukraine" by experts of the SEC "Biomass" (member of the Bioenergy Association of Ukraine). The aim of the project is to accelerate the processes associated with the use of agricultural biomass in municipal heat supply sector and reducing greenhouse gas emissions.

Currently, there is the lack of objective data about the market prospects for production and implementation of biofuel boilers in Ukraine. The dynamic development of a new sector of thermal energy from biomass, national targets for increasing the share of renewable energy, the need to reduce greenhouse gas emissions need to determine not only the current state of the sector, but also the prospects and scale of development.

The research covers the market of biofuel boilers, that are offered by many manufacturers and sellers, and is based on the study and analysis of production and consumption of the boilers in the period 2012 - 2015. The study covered the entire territory of Ukraine, except temporarily occupied territories. The direction of research - the open market of producers, goods, and their competitiveness.

Manual "Preparation and Implementation of projects on natural gas substitution with biomass in heat energy production in Ukraine" includes:

-  updated information on energy potential and usage of biomass for energy purposes in 2014;

- updated section on national goals and policy of Ukraine concerning energy production from biomass support;
- advanced information on energy usage of straw pellets;
- extended technical information about the technology and parameters of biomass burning methods;

Concept of sustainable development originates from the environmental movement of 1960s that linked economic growth and worsening of the environmental state. One of the first applications of the term sustainable in the current sense can be found in the first report by the Club of Rome called «The limits to growth»  (1972). In 1980, the International Union for Conservation of Nature and Natural Resources published World Conservation Strategy , which includes one of the first references to sustainability as a global priority and introduces the term of “sustainable development”.

Position Paper 17 of the Bioenergy Association of Ukraine covers general concept of the sustainable development, presents existing binding and recommended sustainability requirements for biofuels in the European Union, analyses the situation in Ukraine and suggests relevant recommendations.

Corn is the most productive crop, and the highest gross harvest of grain corn in Europe is received in Ukraine more than once. Corn is widely used as a feedstock for food, pharmaceutical, chemical and other branches of industry, and also as a high-energy feed, that is suitable for feeding all kinds of animals and birds. Besides, corn is a feedstock for production of 1st and 2nd generation biofuels, as well as biogas.

Experts of Bioenergy Association of Ukraine have studied the issues related to the current state of the grain corn production, features of its cultivation and the possibilities of using by-products for energetic use. Corn is the most productive grain culture, by volume of biomass formation. In Ukraine currently only part of it – grain – is sold as commodity products, while plant residues are remained on the field.

Position Paper N16 containes information about fuel characteristics of by-products of grain corn and properties of its ash is shown. The technologies and equipment for by-products of grain corn harvesting are reviewed. Particular attention is given to the best practices of the USA. The estimation of costs of by-products of grain corn harvesting is offered. The prospects for its energetic use in Ukraine is estimated.

uabio analyticsWood biomass traditionally has been widely used in Ukraine for energy production. Before, it was fuelwood used in ovens and domestic boilers. Recently, a great deal of foreign and domestic equipment for the combustion of wood chips, wood pellets and briquettes has been introduced in the country. Demand for wood fuel is growing, while the potential of wood biomass is rather limited, about 2 Mtce/yr (felling residues, wood processing waste, and fuelwood).

Position Paper 15 of the Bioenergy Association of Ukraine analyzes possibility of obtaining wood fuel from such additional sources as shelterbelt forests, shelter forests along motor roads and railways, and also dead wood.

Fourteenth position paper "Analysis of tariff setting in the district heating sector of EU countries" was published by Bioenergy Association of Ukraine.

UABio's Position Paper N 14 contains an analysis of the district heating sector of the EU countries. Special attention is paid to such issues as regulation of the market and existing heat tariff setting schemes. Basic models of the heat market are studied. The Paper recommends how to reform the district heating market of Ukraine based on the identified best EU’s practices.

Thirteenth position paper "Analysis of energy strategies of EU and world countries and a role of renewables in their energy systems" was published by Bioenergy Association of Ukraine.

UABio’s Position Paper N 13 covers issues related to the state of the art and prospects for renewable energy development in the world, the European Union and Ukraine. It contains an analysis of EU energy strategies as a whole and also individual energy strategies of some EU and world countries including Ukraine. The Paper considers the role of renewable energy sources in the strategies. Special attention is paid to the countries, which set a target to reach 50% RES in their final energy consumption by 2050. It is shown that in order to achieve this object it is necessary not only to develop RES capacities but also reduce consumption of primary energy at the expense of introducing energy efficiency measures.

Manual «Preparation and Implementation of projects on natural gas substitution with biomass in heat energy production in Ukraine» have been prepared by Renewable Energy Agency in a frame of USAID-MER project «Promotion of Natural Gas Substitution with Biomass in Heat Energy Production».

Tasks of the Manual - to answer questions that often arise in the planning and implementation of bioenergy projects for heat production, to highlight a number of technical, economic and organizational points on their development and implementation, to increase the overall level of public awareness in biomass usage for energy production.
